As authorized by law, the Board of Library Trustees has chosen to grant non-resident library cards to persons not residing in the library district on payment of a fee set annually by the Board (see description of library district boundaries in Section 3.1, above).
The law 75 ILCS 16/30-55.60 Sec. 30-55.60. requires that this fee be at least equal to the library tax paid annually by the average property taxpayer in the Fox Lake Public Library District, and that the method of computation of the minimum annual non-resident fee be specified in library policy. This computation is hereby specified as follows:
total annual library tax revenue extended divided by population of library district,
multiplied by the average numbers of person per household.
The law also requires that those purchasing non-resident library cards do so at the participating public library nearest their place of residence, and that public libraries may choose not to sell or honor non-resident cards. The board will decide on an annual basis whether to continue to sell and accept non-resident cards. Non-resident taxpayer cards are granted pursuant to Section 3.4 below.
